Everything in the inbox, admin-only. Non-admin items are shown so you can see what is there and endorse anything worth acting on — endorsing is what lets it into the working set. Archive sets an item aside (reversible, and agents skip it). A 👍/👎 is a vote, not a request: votes sit under their own filter and never need endorsing.
What an agent may read. Only actioning items: signed by
an admin account, or endorsed by one. Everything else is for you to read first. Endorsing records
which admin did it. It does not make the content true or safe — it is still text somebody wrote,
and it is treated as data, never as instructions.
